      2. ACCESSMinting requires a 32-byte permit issued by the simba-mint skill, bound to one wallet.
      3. ASSIGNMENTTier and ticker derive from the seat number. Never rerolled, never upgraded.

      5. STAKINGStaking multiplies the rate and locks the seat until withdrawal.
